Frosty is a nickname.

Frosty could be referring to Polaris. Or North Star.

FF is always saying about the last inch that counts and being an inch too short. He's used the number 11 many times.

And yes, ruler is referenced many times in lots of places. The Caliph, Frosty, his castle built upon the sand, etc.

I'm unsure of what it all means, although I do have a couple theories.
USAF taught celestial navigation to all aviators until 1997. Benefits included global coverage, independent of any ground support, could not be jammed, and did not give off any signal that could be picked up by an enemy. So this is an area very familiar to ff. I'm sure he appreciates the historical significance of the North Star, that's been guiding mankind for centuries. Plus it ties right in with get off your devices (gps) and get out in the wilderness. IMO the magnetic deviation lines on ff's map say volumes more than any drawing in TTOTC. North is crucial.
I think it was the SR-71 Blackbird that Forrest quoted an excerpt from a pilot's experience with that plane (people attributed the article to Forrest, but he didn't write it, just copied the part that excited him). He said something to the effect of, "If this doesn't make you cry, you don't have a heart," or something like that. I'll look later for the website. But, if I remember correctly, the plane had celestial navigation with the locations of constellations, planets and stars on the display. To me, it was very telling of what Forrest finds so exciting that it made him cry.

I think Polaris too. Measuring azimuth, I just learned. So, the treasure is somewhere having to do with Casseopia.
I have to get this off my chest...I just started watching Bloodline season 2 on Netflix Frosty was a coke dealer that delivered his cache by putting it in an apple pie box Awesome!!!
I think its a reference to cold, and 12.

i can not believe no one knows this , but then again i know some do ,the chest is near a place named frosty ,and has a kitchen ,and a freezer , and pine apple pies ,
