Maybe he likes palindromes, like Madam Hannah & Stanley Yelnats? Or maybe he is just trying to keep reformed grave diggers from dam bursting as a new occupation? I really have no clue. I just wise a$$ remarks

Ok not joking around now the natural topography of any mountains would possibly 'halt' waters without it being a dam per-say man made or otherwise the are also divisional tracks, spill ways etc. used to control and redirect water flow that could be seen as a 'halt' and a dam often is a complete stop just a thought.

You are correct about the diversion ditches for irrigation. The warm waters halt then could be down in the warm region. There is actually no water in the river where I started the trip (this was a month ago and it rained almost every day). The water in that river does not start for as far as I could drive above 8.25 miles north of Santa Fe.
